Dr. Paul N. De La Cerda

With over 23 years of diverse leadership experience in non-profit, for-profit, and educational sectors, Dr. Paul N. De La Cerda brings a wealth of expertise to The Clover Agency. Specializing in organizational development, strategic planning, workforce and youth development, entrepreneurship, learning & development, and grant/contract management, he seamlessly integrates practical experience with the science of inclusion, diversity, and equity.

His commitment to evidence-based solutions is rooted in his extensive hands-on involvement in implementing inclusive non-profit and for-profit leadership strategies.

Dr. De La Cerda has a proven track record in initiating public-private partnerships and successfully managing workforce, employment, and job service grants, securing over $900 million in funding from corporate partners, private foundations, and state/federal sources. His previous role as Director of Grant Programs for the City of Los Angeles Mayor’s Office involved the procurement and administration of over $100 million in grants spanning workforce development, afterschool and youth education, economic development, public safety, and community-based initiatives.

Elected to public office in 2005, Dr. De La Cerda served three terms as the first Latino elected School Board Member in North Los Angeles County. His contributions included assisting in the launch of the district’s inaugural public STEM elementary school academy. As board president, he played a pivotal role in the passage of a $148 million school bond.

A California native, Dr. De La Cerda holds a Bachelor of Science in Civil and Environmental Engineering and an MBA from Oklahoma State University. He earned his Doctorate in Organizational Change and Educational Leadership from the University of Southern California. Additionally, he is a leadership fellow of the American Association of Community College’s National Community College Hispanic Council and holds an Executive Leadership Certificate in Public and Business Administration from Darden at the University of Virginia.
